Challenging the Heroic Doctor Fallacy: Conservation as a Macro-Strategic System
“In heritage management, institutions often fall into the ‘Heroic Doctor’ fallacy, celebrating the dramatic physical recovery of a severely degraded artifact while ignoring the systemic environment that caused the sickness. This critical manifesto moves beyond technical material recipes to dissect the deep-seated mindset barriers (zihniyet engelleri) that hinder sustainable preservation in Türkiye.
Writing from my dual perspective within the Ministry and doctoral research, I challenge the traditional limits of the field. I define Preventive Conservation not merely as an archive control checklist, but as a proactive, non-negotiable chain of ethics governing education, field practices, and public policy. From denouncing the hiring of non-specialists in academic faculties to re-framing non-destructive device selection as a core preventive act, this paper serves as a strategic framework to protect material truth before irreversible damage manifests.
Key Highlights & Impact
    • The Doctor-Patient Fallacy: Criticizing the public obsession with visible restorations while neglecting ‘preventive medicine’ dynamics.
    • Educational Quality Control: Opposing the appointment of non-conservation graduates to academic heritage faculties.
    • Title and Role Standardization: Advocating for the strict international enforcement of the unified ‘Conservator-Restorer’ title.
    • Banning Production-Line Pressures: Challenging excavation mandates that force practitioners to process bulk finds within short seasonal deadlines.
    • Embedded Museum Experts: Proposing the mandatory placement of at least one dedicated conservator-restorer inside every state museum.
    • Non-Destructive Analysis as Prevention: Re-defining the conscious choice of pXRF over destructive core sampling (ICP-MS) as an act of preventive protection.
    • The National Institute Manifesto: Outlining the urgent necessity for a centralized National Conservation Institute to govern standard practice guides.

Preventive conservation is not a technical choice; it is an administrative and intellectual mindset that must govern the entire heritage ecosystem.
Special Acknowledgements
This study was catalyzed by the tragic vandalism of the Hittite Karabel Monument in March 2019, which prompted a collective call to action among our professional community (Surduruleb… p. 2). I express my gratitude to the members and organizers of the Preventive Conservation Panel at Heritage İstanbul 2019 for providing the platform to launch this crucial institutional critique.
